CAP is Downtown!


In addition to Birmingham Police, CAP patrols on bicycles and vehicles with rotating green lights and provides complimentary security patrols and escorts, supplemental cleaning, beautification services and stranded motorist assistance such as flat tires, dead batteries, lockouts and out of gas events. As ambassadors for the city, they can offer directions and advice to keep the downtown experience friendly and safe. CAP, an acronym for City Action Partnership, is a non-profit organization funded by property owners within the city’s downtown Business Improvement District or BID. CAP’s partnership with law enforcement, government and businesses offers a unique and successful safety program.
 
The CAP service area or BID includes the area to the north by 11th Avenue North (to include the Birmingham Jefferson Convention Complex or BJCC), south to 5th Avenue South, east to 22nd Street, and west to 16th Street North & 18th Street South, respectively. Operational hours in the CAP service area are; Monday through Friday, 7 AM to midnight, Saturday from 11 AM until 11 PM, (7 AM to 11 PM in the BJCC area.) Northside Community Weed & Seed


Birmingham Northside Community Weed & Seed serves Central City, Druid Hills and Norwood communities. They have two safe havens at Norwood Resource Center, 1501 27th Street North, in the Norwood neighborhood and Saint James Missionary Baptist Church, 1300 24th Street North, in the Druid Hills neighborhood. They offer GED and Adult Basic Skills, Computer Training, Income Tax Preparation, Homework Assistance, Financial Education, and Health programs. Weed and Seed, a community-based strategy sponsored by the U.S. Department of Justice or DOJ, is an innovative, comprehensive, multi-agency approach to law enforcement, crime prevention, and community revitalization. Community Capacity Development Office or CCDO, oversees the Weed and Seed initiative.
 
Weed and Seed is foremost a strategy, rather than a grant program, that aims to prevent, control, and reduce violent crime, drug abuse, and gang activity in designated high-crime neighborhoods across the country. The strategy involves a two-pronged approach; law enforcement agencies and prosecutors cooperate in "weeding out" violent criminals and drug abusers while public agencies and community-based private organizations collaborate to "seed" much-needed human services, including prevention, intervention, treatment, and neighborhood restoration programs. A community-oriented policing component bridges the weeding and seeding elements.

The Weed and Seed strategy is a multilevel strategic plan that includes four basic components: law enforcement; community policing; prevention, intervention, and treatment; and neighborhood restoration. Four fundamental principles underlie the Weed and Seed strategy: collaboration, coordination, community participation, and leveraging of resources.
